A $29.5 million contract was awarded by a 6-1 vote on March 2 by the Smyrna City Council for the Windy Hill Boulevard project.

The construction contract for this 2016 Special Purpose Local Option Sales Tax (SPLOST) project will go to the lowest and responsive bidder, Baldwin Paving Company of Marietta.

Opposed was Councilwoman Susan Wilkinson.

Recommended by Croy Engineering and the city’s Public Works and Purchasing officials, Baldwin Paving was chosen based on the option of using precast wall panels and maintaining the Ashlar finish for the vehicle barriers.

Stretching from Atlanta Road to Old Concord Road, the Windy Hill Boulevard project is anticipated to be completed next year.

Among the improvements are widening, addition of medians, intersection and pedestrian improvements, right-of-way acquisition and now construction.
