11 dogs found chained, starved; owner nowhere to be found

Authorities are looking for the owner of 11 dogs after officials say they found the pets chained, starved and underweight.

A call about a loose emu led Fulton County Animal Services to the 11 starved dogs at a home on Koweta Road in College Park, Channel 2 Action News reported. When officials arrived they found the scarred, underweight dogs tethered on the property.

But the owner was nowhere to be found.

“We left a notice on the door (Tuesday) and came back (Wednesday),” Fulton County Animal Services Field Services Director Tim Poorman told Channel 2. Nobody responded to us. And today we made the decision to come back and impound the animals because they had no clean water and no food to eat.”

If the owner, who faces animal cruelty and tethering citations, is not found, the dogs will be put up for adoption, Poorman said.
