She has been charged with burning and damage to personal property and molesting a fire alarm.
Police said Milligan became frustrated because of the wait times at Carolinas Healthcare System Blue Ridge in Morganton.
Inside the hospital Thursday, Channel 9 could see the bathroom where police said Milligan took a lighter and set off the fire system, triggering the sprinklers.
Roughly an inch of water spilled out into the waiting and triage area of the hospital, forcing staff to relocate three dozen patients.
Milligan did not want to talk after getting out of jail but her mother told Channel 9 they had waited for hours so a friend could receive some treatment. According to the police report, the family waited an hour-and-a-half before the incident.
Police said Milligan has not been in trouble prior to this incident and the ER was back up and running an hour-and-a-half later.
