John Spraggins, a longtime Hampton city employee and most recently the city’s public works director, was terminated Nov. 22 by the City Council which convened in a special called meeting solely for that purpose.
The vote was 5-1, with Henry Byrd casting the lone dissenting vote. The action came after an executive session lasting about one hour and 40 minutes, according to reports. No reasons were given regarding why the item was placed on the council’s December agenda or after two new council members take office in January.
Calling it a personnel matter, officials only stated that the action was part of an ongoing investigation.
