The state attorney general announced Wednesday the indictment of a Lithonia woman for defrauding Georgia Medicaid of more than $355,000.

A DeKalb County grand jury indicted Shirley Dorsey Tuesday on fraud, racketeering and other charges. It charged that her business Brighter Future Learning Center in Decatur had billed Medicaid for false claims of mental-health services for children., said Lauren Kane, spokeswoman for Attorney General Sam Olens.

The indictment contends Dorsey submitted fraudulent bills from Oct. 19, 2010 to March 24, 2014. Dorsey used Medicaid numbers of four contractors without their knowledge and also made false documents and forged signatures of two contractors to conceal her activity, according to the state.

The state contends she compounded the crime by giving investigators from the Department of Community Health and Medicaid Control Fraud Unit fraudulent patient files with forged documents in attempts to conceal her alleged fraudulent activity.

Medicaid Fraud is punishable by one to 10 years in prison and a fine of $10,000. Violation of the RICO Act carries a five to 20 year prison sentence, as well as a fine of up to three times the financial gain realized by those engaged in racketeering activity.
