Pennsylvania authorities are investigating a disturbing drug-related case in metro Pittsburgh.

Police said a man, identified as Thomas Hegner, showed a total disregard for human life when he dragged his unconscious friend, who was overdosing on drugs, out of his apartment in suburban Ambridge.

The overdose, which happened inside Hegner's residence late last week, was caught on apartment surveillance tape, investigators said.

“When you overdose, seconds count in here. This guy isn’t getting any help for minutes,” Ambridge Police Chief Jim Mann said.

Officers say the surveillance tape shows Hegner never tried to help his friend.

Hegner ran out of his apartment and told the victim's girlfriend not to call 911 or call for help, police said.

“It's all about not in my apartment. Who does this? We're just glad we have the video to show exactly what happened,” Mann said.

"The drug epidemic is everywhere.... but this video shocked even the most veteran police officers."

The victim survived.

Hegner is facing facing reckless endangerment and drug charges.
