There is a controversial new video of at least two Salinas police officers beating a man, using batons and a Taser, as he rolls on the ground, but the police chief said there is context to the incident. (Source: LATimes.com)

Salinas Police Chief Kelly McMillan acknowledged the video was “horrific and inflammatory” but said the man was high on methamphetamine and had been acting violently.
Police said Jose Velasco had pushed his mother into moving traffic and then slammed her to the pavement as officers arrived at the scene. (Source: KSBW.com)
McMillan said officers used a Taser but it failed to subdue Velasco as he resisted arrest.
By the time Velalsco was handcuffed, five officers were involved. McMillan said Veleasco tried to attack officers again, more than once, on the way to a hospital, where he was subdued chemically and treated for injuries related to the beating.
McMillan said Velasco was bruised and may have suffered a broken leg.
