On April 2 Harris was shot and killed by Reserve Deputy Robert Bates in an undercover illegal gun sale operation.
Bates told officials that he meant to use his Taser and pulled his gun on accident.
The Tulsa County Sheriff's Office released video of the incident last Friday.
"Prehaps the most distrubing aspect of all of this is the inhumane and malicious treatment of Eric after he was shot," the Harris family said in a statement.
Video shows officers yelling and using obscenities toward Harris after the shot was fired.
The District Attorney's Office charged Bates with second-degree manslaughter on Monday.
Bates said in a statement that he is qualified to serve as a reserve deputy and has been in similar situations at least 100 times.
