Emergency responders say two workers were able to safely escape from a scaffold dangling from a downtown Cincinnati high-rise.

Cincinnati police spokesman Lt. Steve Saunders says the two were able to "self-rescue" and scrambled onto a lower roof area Tuesday. Witnesses say the workers appeared to be at about 20 stories up on the 27-story U.S. Bank Tower.

Police temporarily closed the busy street near the building around noon.
