A woman may have been running an illegal personal care home for months before she was arrested, according to a Gwinnett County police report.
Esther Benjamin, 55, of Loganville, remains in jail on $2,400 bond just days after her arrests.
Police first began investigating Benjamin in February, when one resident alleged she took money from her, according to the police report. No theft charges were filed against Benjamin.
Authorities contacted Healthcare Facility Regulation with the Department of Community Health to schedule a facility inspection, which was pushed back twice to April 11, according to the report.
Police interviewed one of the victims a week before the inspection at a hospital. Details of that interview and the inspection were not detailed in the report.
However, the investigation revealed two more victims, one who Benjamin claimed was a relative, living at the home.
