Rep. Stephen Allison, R-Blairsville, and others filed a multipoint bill Wednesday that would banish restrictions on guns and open new places to carrying concealed weapons.

House Bill 981 would authorize concealed weapons to be carried in the state Capitol, in all schools, polling places, bars and other venues. It would prevent members of the police, government agencies or National Guard from disarming citizens during states of emergency and gives residents a right to sue if that occurred.

The bill also would:

  • Strengthen laws that prevent lawsuits against arms makers.
  • Require weapons seized by law enforcement to be sold at auction to dealers, collectors and firearms manufacturers.
  • Legalize hunting with silencers.

  • Ban firearms registration.
  • Prevent state agencies from regulating gun shows.
  • Require law enforcement agencies to return to gun owners firearms that are used in crimes if the owner is not aware of the unlawful use.

Most aspects of the bill have been introduced individually in previous sessions of the Legislature.
