The Cobb County Board of Commissioners voted unanimously Dec. 19 to grant the development of 13.7 acres as a third addition to the West Village mixed-use development at Atlanta Road and I-285.

That includes the closing of the 50-year-old Lewis A. Ray library branch, 4500 Oakdale Road, Smyrna, which will be developed as community green space, and moving the library to the new retail development.

For the third phase of West Village, Branch Acquisition Company plans to develop 51 for-sale residential units, 313 townhomes, eight single-family residences along Oakdale Road, 300,000 square feet of retail/restaurant space and a public parking deck of 470 spaces, according to applicant attorney Kevin Moore.

Retail hours will be 8 a.m. to 10 p.m.

The 313-unit residential building will be five stories on the west side of Pine Street and have an amenity area with a pool.

While recommending approval, county staff noted the nearby schools of Nickajack Elementary, Campbell Middle and Campbell High Schools already are over capacity.

There were 34 in the audience in opposition and eight in favor.

Speaking in opposition and asking for the matter to be held to consider last-minute changes, Mary Rose Barnes of the Oakdale Road Community Association cited several concerns - among them amenities only available for the apartments, more needed green space, three-story homes instead of the current two-story homes and unresolved issues about moving the library.
