Atlanta is not typically known for brutal winter weather. But this season has already proven deadly for the city's homeless, and more frigid weather is expected.

The homeless population in Atlanta has declined in recent years. Still hundreds spend each night on the cold sidewalks with nowhere to go for warmth. Since December, 11 people have frozen to death in Fulton County.

Both the city government and nonprofit groups say there are services to help the homeless. But are the efforts enough to prevent more deaths on the streets?
