Though a portion of the area called Scottdale is on Avondale Estates’ annexation master plan — specifically a strip along East Ponce de Leon Avenue — most of the territory remains unclaimed by any map.

The large residential tract — population estimates range from 500 to 1,000 or more — is just east and north of areas Avondale’s proposing to annex. But this collective of some very old neighborhoods would be “too much” for the city to take on, said City Manager Clai Brown.

“Financially we are close to the tipping point,” Brown said. “If we annex what we have on the map now, we will have to add a garbage truck, a leaf truck and five sanitation employees. [Adding Scottdale] wouldn’t be cost beneficial.”
