Lilburn has historically referenced the Gwinnett County Stormwater Design Manual in the development regulations, as an alternative to the Georgia State Stormwater Management Manual when administering stormwater ordinances and providing for stormwater design standards, inspections and post-construction maintenance. The city must adopt either the state document or the county documents to maintain compliance with state National Pollutant Discharge Elimination System requirements, which regulates points where pollutants are discharged into national water systems.

The Lilburn City Council recently voted to adopt the 2017 update to Gwinnett’s manual and separate county-approved storm sewer pipe standards.
