A new city administrator is in place in Cumming.

At a special called meeting, city council members picked Phil Higgins for the job. He replaces the recently-retired Gerald Blackburn, who had worked for the city since 1972 and took over as city administrator in 1985.

Higgins has worked for the city of Cumming since 1989 in a variety of capacities. He was named assistant city administrator in 2016. He called the new position “a tremendous honor.”

The city administrator oversees all day-to-day operations in Cumming with all department heads reporting to him.
