The Cobb County Board of Commissioners agreed on Aug. 27 to change the CobbTV Government Access Channel Policy.

Cobb Communications Director Ross Cavitt said this policy was last reviewed by the commissioners “decades ago.”

For instance, the recent security upgrades at 100 Cherokee St., the building that houses the board’s meeting room, “has made it necessary to update our policy regarding use of that room by noncounty groups or organizations,” Cavitt said in an Aug. 27 memo to County Manager Rob Hosack.

There are four significant changes to the policy.

  • BOC Meeting Room After-Hours Access: Since the 100 Cherokee building is now a secure facility, use of the BOC Meeting Room - outside of normal business hours - will require reimbursement to the county for staffing of the security checkpoint.
  • Use of CobbTV Resources by the Public: At the direction of the board, an additional reimbursement requirement to the county has been added for those events (debates, forums, etc.) that by policy require the use of CobbTV resources.
  • Restrictions on CobbTV Use by Candidates: The policy includes an amendment to the restrictions on use of CobbTV resources during the year in which a county commissioner is running for re-election. This change would move the start of these restrictions to the end of the election's qualifying period.
  • Presentation of Visual Materials by the Public: A new provision would require anyone wishing to show any visual documentation (pictures, video, PowerPoint slides, etc.) at public meetings, using CobbTV resources, to present those documents or files to a member of the Communications staff for screening before use. This security measure is designed to prevent a virus and/or malware from being introduced into the county's IS system.
