The city of Atlanta acknowledged concerns about a potential conflict of interest raised in a consulting firm’s study and said it will respond to recommendations from the study.

At issue is the fact that one company – A-National Limousine – has the contract for airport curbside management to handle taxis, traffic congestion and other services, and also operates shuttles between the airport and downtown, Midtown and Buckhead. It has been handling the shuttles on an interim basis since 2010 because the city has not yet officially contracted out the work. The city solicited proposals for the work in 2011, then said in August it would rebid the contract.

On Friday, the city indicated it will not repeat the scenario that led to the concern described by consulting firm Ricondo & Associates as “a perception of, if not a real, conflict of interest” of having a shuttle service contractor that also manages curbside operations.

The city said it will first pre-qualify providers, then take sealed bids for the work, and “will stipulate that the winning bidder cannot simultaneously provide curbside management services and shuttle services to Atlanta’s Central Business District.”
