Q: A recent Q&A about Emory University’s annexation into the city of Atlanta said state law allows annexations without a referendum of voters if all property owners in the area petition for it. In this case, those property owners included Emory and the Centers for Disease Control and Prevention. To be clear, does that mean the 2,500 voters in the area to be annexed are not property owners?

A: Correct. The approximately 2,500 voters in the Emory annexation area are not property owners. Some are students.

There are no residential property owners in the annexation area. The property owners are all nonprofit organizations or businesses.
