Authorities in Montpelier, Vermont, were surprised by a call Monday about the discovery of cannabis plants. Their shock was not over the plant itself, but where it was found: the grounds of the Vermont State House.

Capitol police found a grouping of about 30 plants mixed in with flowers in a garden area outside the statehouse, according to WMTW-TV.

They found two more Thursday, the station reported.

Investigators don’t know where the plants came from or who planted them, Capitol Police Chief Matthew Romei said.

"It's legal to cultivate but there are limits on where you can do it, and the statehouse flower beds certainly aren't one of those permissible sites," Romei told WMTW.

Authorities also don’t know if the plants are marijuana or hemp.

“If there is a typical Vermont story, this is probably it,” Romei said.
