A revised ordinance allowing “Personal Transportation Vehicles,” or golf carts modified to operate on city streets, has returned to the Woodstock City Council and has had a first reading.
Updated from a measure introduced in June, the proposal returns for a second reading Sept. 10. It defines a PTV as a vehicle with a top speed of 20 mph (a vehicle with a top speed of 15 mph would be an ordinary golf cart, limited to a golf course).
PTVs would be allowed on streets with a speed limit of 25 mph or less. They would have to be insured and registered and display a city-issued decal.
The operator would have to have a valid driver’s license and abide by all traffic regulations. Lap belts would be mandatory for operators and passengers age 15 or under, optional for older persons. At first reading, council members clarified that riding on someone’s lap would be prohibited.
Mandatory equipment also would include brakes, reverse warning device, main power switch, headlamps, tail lamps, horn, rear-view mirror, hip restraints and/or hand holds.
