Avondale Estates’ Ethics Board will hear an ethics complaint filed against the city’s Board of Mayor and Commissioners by local citizen Joe Mandarino, 7 p.m. Tuesday at the Avondale Estates City Hall, 21 North Avondale Plaza.

Mandarino is asking for:

— Voiding of the December 2014, annexation of Stratford Green because the board was down one person;

— Delay in the March 17 special election for mayor because Stratford Green residents shouldn’t be allowed to vote;

— Resignation of all city officials.

The city charter allows for the board to operate minus one member and there’s precedent, said Acting Mayor Terry Giager Sunday night. The board only had four members, he said, when it approved annexation of Avonwood by a 3 to 1 vote in 1997, the last annexation until Stratford.

“I don’t see any merit in this,” Giager said. “I think it’s frivolous and unfounded.” If, however, the ethics board finds the complaint valid, it has 30 days to investigate.
