Police said Jessica Neal was found with a hypodermic needle and two stamp bags in her hand at a Walgreens. She was partially revived by emergency crews and transported to Washington Hospital by EMS personnel.

The Children Youth Services agency was notified about Neal's daughter being in the stall during the overdose and was investigating child custody.

The little girl’s father was contacted and she was placed in his care.

The stamp bags were taken into evidence along with a black cellphone found at the scene.

Adult probation was alerted because Neal was on probation.

According to officials, 18 people overdosed on heroin in Washington County from Sunday into Monday. Three of those victims have died.
