There are 12 city schools and nine private schools in the GHSA that can be moved into higher classifications based on 2016 enrollment. Of those, Buford and the nine private schools are currently playing up one class. The others did not have significant out-of-zone enrollment to justify the moves. Here are their most recent finishes in the all-sports standings as compiled by the Georgia Athletic Directors Association. Thirteen of the 21 finished in the top five, and 16 finished in the top 10. There are an average of 56 schools in each of those classifications. The GHSA currently is considering reclassification rules that could affect the placement of these (and all) schools for 2020-21 and beyond. But city schools are the most likely to be moved up beyond their enrollment numbers. Below are the 21 city and private schools. The private schools are marked with an asterisk.

Note: GHSA rules that might move schools up in classification beyond their enrollment numbers don't apply to schools in Class A or in the two highest classifications. As a result, Class A schools and Class AAAAAA city schools such as Valdosta, Gainesville and Dalton are not included here.
