Police and officials from the Fulton County Animal Shelter are trying to find the person who left a suitcase full of puppies to die.
Channel 2 Action News talked to the woman who made the discovery on Thursday.
"I cried when I seen them tumble out, " Brianna Ciprian said.
Ciprian says she was in shock when she walked by a dumpster at an apartment complex in Southeast Atlanta. She heard noises coming from a suitcase, and when she unzipped it, she found seven puppies inside.
"I seen two that were faintly breathing, and when I seen those two, I went to the apartment manager to let her know they call the dog pound," Ciprian said.
Only one puppy survived, but only for a few hours. Workers at the shelter were hoping to save him. Now they're turning their focus to finding the person who abandoned the puppies.
"We need help, we need help. This should not be happening anywhere and to think this happened down the street from where you and I live is disturbing," said Laura Hudson, Fulton County Animal Services Director.
Officials said there's no excuse to abandon animals because there are shelters open seven days a week. They are encouraging anyone with information about abuse or neglect to come forward.
"These animals, they need our help, and it doesn't just stop with animals, with animal cruelty as I'm sure you know. There's something wrong when people are doing this type of thing, "Hudson said.
"Like I told my momma, they're gonna have to answer to that whoever did, you're gonna have to it, you took a life, whether it's human or not, you're gonna have to answer to it, " Ciprian said.
