A Jacksonville, Florida, man and woman were arrested after a pair of children were found living in a home without food or running water and had not been to school in some time, according to a Jacksonville Sheriff's Office report.
James Kirkland, 44, and Angela Carroll, 43, were charged with child neglect.
The police report said deputies were called to the house on May 17 after Kirkland and Carroll started fighting and throwing items in the house. The two children went to a nearby house crying, and the homeowner called law enforcement.
Officials received permission from Kirkland and Carroll to inspect the home, which had no refrigerator, stove, running water or food fit for consumption.
Police asked permission to see the room where the children stay. The room was covered with clothing, trash and papers and infested with roaches and spiders. The rest of the home is in a similar condition.
The Department of Children and Families was called after police inspected the home.
