Ramirez, who was unarmed, was killed during a traffic stop in April 2014. Ramirez was high on methamphetamine, police said, and allegedly disobeyed Morrion’s orders to raise his hands, instead reaching for his waistband.

It is recorded on a DashCam video taken from another officer’s camera, starting at about the 1:50 mark. Morrison is often collapsed to the ground, out of the camera frame. At about 4:23, Morrison stands back up and comes back into the video frame. At the 5:00  mark, Morrison starts sobbing.

In February 2013, Morrison killed another suspect, Jason James Shaw, in February 2013. A coroner’s inquest jury found that shooting, which was recorded on a dash cam, was also justified.
