Snellville City Clerk Phyllis Richardson filed a lawsuit in U.S. District Court Wednesday accusing the city of violating her constitutional rights and the terms of her employment contract.
Richardson’s suit alleges actions made by members of the city council and City Manager Butch Sanders to block her appointment prevented her from performing her duties. The complaint states Richardson was kept from her work by being denied access to her office, records, and computer system.
Richardson’s appointment was contested by the city council when Mayor Kelly Kautz initiated firing long-time city clerk Melisa Arnold in January 2014.
At the time, council members questioned the mayor’s authority to hire Richardson.
