The owner of a Doraville medical clinic was indicted by a federal grand jury Wednesday on 11 counts of health care fraud, the U.S. Attorney's Office announced.
David Song Sen Cui, 43, of Duluth is alleged to have billed more than $5.5 million in false claims to Medicare, according to the indictment.
“This defendant is charged with defrauding Medicare by repeatedly billing for ‘physical therapy’ that in truth was only massages given by unlicensed massage therapists,” U.S. Attorney Sally Quillian Yates said in a prepared statement.
From November 2008 through August 2011, Cui operated the Atlanta Hope Medical Group Inc., a clinic meant to provide physical therapy services for elderly patients, authorities said.
Instead, patients received massages, according to information presented in court. Additionally, Cui is accused of billing Medicare under the name of a doctor who was not present at the clinic.
Each of the 11 counts of health care fraud carries a maximum sentence of 10 years in prison and a fine of up to $250,000, authorities said.
