The Atlanta Stockade former city jail in southeast Atlanta – now called “Glencastle” — and a community arts center next door will soon come before the City Council as developers seek rezoning to renovate historic buildings and build new residences.

The Council’s Zoning Committee passed two ordinances, with conditions, allowing the zoning change for the “Arts Exchange/Glencastle” development on 4¼ acres on the Stockade site, 750 Glenwood Ave. SE, and adjacent Arts Exchange, 750 Kalb St. SE. The developers’ plan preserves the Stockade, blacksmith building and stone wall of a stable; new residences replace the 1930s-era Arts Exchange, a former school.

Urban Realty Partners and InterMark Development propose 102,000 square feet of offices, 20,379 square feet of shops/restaurants, about 40 artist studios, a 4,800-square-foot club fronting a swimming pool, and a residential mix consisting of either 241 apartments, townhouses and condominiums, or 236 apartments and 23 townhouses. There also will be parking for 626 vehicles.

City-added requirements include 75 bike/moped spaces; shared-bicycle rental; a “bike valet” with work bench; showers and changing rooms for bicyclists in the stable building; and at least four parking spaces dedicated to a car-sharing service such as ZipCar.

The Stockade was renamed Glencastle by the urban ministry that bought the property from the Atlanta Public Schools in 1983. That structure will house “Creative Office” space, according to the developers’ site plan

The plan identifies the blacksmith building as “Commons.” It will have a kitchen addition and an outdoor dining/event space. The stable site is designated Creative Office.

The Stockade was designed by architect Henry C. Collier and built in 1896, with four major additions between 1905 and 1916, according to a city of Atlanta website on the property.

The site is near the Grant Park neighborhood, north of Maynard H. Jackson High School and west of the Glenwood Place, a Fuqua Development with apartments and one of the biggest Kroger supermarkets in the country. The Beltline runs along the east side of the Fuqua property.
