After a second snow hiatus, the House and Senate convene at 10 a.m. this morning.

The House will vote on the big ($20.8 billion) budget for FY 15, a resolution urging Congress to adopt a national energy policy, and other assorted bills.

The Senate will set its calendar Monday morning.

Another thing worth watching: H.B. 796 would exempt from the state's open records laws the "payroll and personnel records" of any private contractor working on a public building project.

The bill has a hearing before the House Judiciary Committee in 415 CLOB at 8 a.m. today.

The lead sponsor of the bill is John Carson, R-Marietta. Another is Earl Ehrhart, R-Powder Springs. We’ve heard rumors of a major public-private venture in Cobb County, just north of I-285. But surely this legislation wouldn’t have anything to do with that. Or say, the new Falcons stadium.

At 4 p.m., the Moral Monday group will be back. No word on whether another sit-in or other form of civil disobedience is planned.

Before leaving town ahead of this week’s storm, lawmakers set their calendar for the rest of the session. Two key dates: March 3 is set to be crossover day (as well as the first day of qualifying) and March 20 is the last day of the session. These dates are not set in stone. But call them sketched in wet concrete.
