That's where the little boy and his family come into the story.

Rem Lomat is an 8-year-old boy with a brain tumor.  When Bartlett saw a story WBAL had done earlier on Rem, the station said he wanted to surprise Rem and a family.

First, firefighters helped Rem and his family climb into a firetruck for a ride few kids can have.  The the big moment happened, with the Lomat family giving the countdown for light-up, the crowd cheered, not for the the lights, but for Rem.
