Atlanta’s rapidly redeveloping Westside neighborhood along Howell Mill Road would be empowered as a self-taxing district to raise revenues for public improvements under a measure passed this week by the Atlanta City Council.

The Council approved a resolution consenting to the creation of the Westside/Howell Mill Community Improvement District. A meeting to elect a six-member district board is to be held 11 a.m., Aug. 15, at the Five Seasons Westside Restaurant and Brewery, 1000 Marietta St. NW.

The CID could levy taxes to pay for the construction and maintenance of streets, including curbs, sidewalks, street lights and traffic signals; parks and recreation areas; water and sewer lines; parking; and public transportation, including bicycle and pedestrian facilities, according to the resolution.

The district would extend along Howell Mill and be bounded, roughly, by Collier Road on the north, Northside Drive on the east, North Avenue on the south and railroad tracks on the west. It’s a former industrial area being turned into a neighborhood of apartments, galleries, music venues and restaurants.

The resolution was sponsored by Council Members Yolanda Adrean, Felicia Moore, Mary Norwood, Ivory Lee Young Jr. and Andre Dickens.
