The White House has announced that President Obama will address the nation during prime time on Wednesday night in order to lay out his plans to withdraw some U.S. combat troops from Afghanistan.  The speech will begin at 8pm EDT.

The moves to be announced by Mr. Obama will not amount to a full withdrawal, as this plan covers only the 30,000 extra U.S. troops that were part of a military "surge" for Afghanistan in 2009.

Officials made clear on Tuesday that 10,000 of those troops will be brought home by the end of this year, with the other 20,000 returning over the course of 2012.

"(T)he President will address the nation from the White House to lay out his plan for implementing his strategy -- first unveiled in December 2009 -- to draw down American troops from Afghanistan," said White House Press Secretary Jay Carney.
