The latest round of hearings in the Congress on the Obama health law were notable for the distinct expression of frustration and concern by Senators in both parties, as Democrats made clear they are not pleased with the bungled roll out of the President's signature legislative achievement.

"I'm frustrated and disappointed," said a dour-sounding Sen. Al Franken (D-MN).

"Everyone's frustrated by the first few weeks of healthcare.gov," said Sen. Elizabeth Warren (D-MA).

"Government does not do a great job with IT, or with customer service," said Sen. Michael Bennet (D-CO), who also happens to be in charge of Senate election efforts in 2014.

In the hot seat on Tuesday was Medicare chief Marilyn Tavenner, who tried to reassure Senators that healthcare.gov is being fixed.

But it was clear from the questioning of Democrats, that they weren't fully convinced it would happen soon.

"So, what if the site is not working?" asked Sen. Kay Hagan (D-NC).

"Do you think you're going to restore the confidence in this plan?" asked Sen. Barbara Mikulski (D-MD), who also complained about a puzzling sign up process.

"I think it's very confusing," Mikulski said.

Even though Democrats were voicing skepticism, they weren't running away from the Obama health law at all in this hearing - but their comments should not be ignored.

It is a signal that if the health law runs into more troubles, Democrats in the Congress are ready to point the finger of blame at the White House, and top administration officials.
