In a report delivered to President Obama this morning at the White House, a bipartisan panel is urging states, cities and counties to expand opportunities for early voting, saying no American should have to wait more than 30 minutes to vote.

"In order to limit congestion on Election Day and to respond to the demand for greater opportunities to vote beyond the traditional Election Day polling place, states that have not already done so should expand alternative ways of voting, such as mail balloting and in-person early voting," the report states.

Among the basic recommendations:

+ modernize the voter registration process

+ expand early voting

+ use well equipped polling place facilities

+ better management of polling places

+ getting rid of 'soon to be antiquated' voting machines

While the report cautions against a one size fits all solution, it says states cities and counties really face the same issues in terms of voter registration - casting ballots and counting votes.

Other recommendations include:

+ more interstate exchange of voter registration information

+ recruit more public and private sector employees as well as high school and college students to become poll workers
