Q: Georgia has a lights on when raining law. I’ve always understood the application to be if the driver has to use the windshield wipers, then the headlights must be on. Do the vehicles on which the daytime running lights are always on, comply with the letter of the law?

A: Headlights are required in Georgia "any time when it is raining in the driving zone," 30 minutes before sunrise and 30 minutes after sunset, according to Georgia Code 40-8-20. Headlights also must be on any "time when there is not sufficient visibility to render clearly discernible persons and vehicles on the highway at a distance of 500 feet." The code also states that vehicles "shall display lights, including headlights, and illuminating devices as required … for different classes of vehicles."

Q: PBS recently had an excellent special on the Dave Clark Five. Why aren’t any of the band’s songs available on CDs?

—Ken Hutchings, Woodstock

A: Clark, the founder and drummer of the British band that had several hits in the 1960s, leased the rights to Dave Clark Five's master tapes to record companies instead of selling them. Since he held the rights, there were no new records or CDs from the early 1970s until he accepted an offer from Hollywood Records to release a two-CD compilation called "The History of the Dave Clark Five" in 1993, the Huffington Post reported. "The Dave Clark Five: The Hits," a 28-track collection, was released on iTunes when the band was elected to the Rock and Roll Hall of Fame in 2008.
