Timothy H. Monroe, 19, of Racine, is charged with felony counts of physical abuse of a child, intentionally causing bodily harm, false imprisonment and misdemeanor battery. In addition to the allegation that he bit the child, Monroe also is accused of beating her mother, the newspaper reported.

Racine police responded to possible abuse of a child on Aug. 30, according to a criminal complaint. The girl's father said he arrived at the home of her mother and saw a bruise on his daughter's chin, the Journal Times reported. The girl's 4-year-old brother told the man that his daughter had been bitten by her mother's boyfriend because she wet the bed, the newspaper reported.

The boy said his sister was sleeping, police said. When Monroe discovered the girl had wet the bed, he got angry and threw her off the bed, causing her to hit her head, according to the criminal complaint. Monroe told the boy if he didn’t tell anyone, he would get a PlayStation game, according to the criminal complaint.

The girl's mother spoke with police, who noticed she had a black eye, the Journal Times reported. She said she and Monroe had gotten into an argument, the newspaper reported.

Police spoke with Monroe on the phone Saturday. Monroe reportedly said he was "a coward for hitting" the child's mother and said "I'm not going to lie to you, I bit (the child) and threw her on the ground," the Journal Times reported.

Monroe will appear in court Oct. 3.
