A Cobb County man was arrested after he was seen partially naked on the hood of his SUV, where he was allegedly engaged in sexual activity, according to police.
Shortly before 8 a.m. Saturday, a witness called 911 after seeing the man on a Chevrolet Trailblazer parked on the side of McGinnis Ferry Road, east of Bethany Bend, a Milton police report states.
When an officer arrived, the man was back in his car, sitting in the driver’s seat, but his pants were still down and he was wet from rain, according to police. The man was identified as Andre Lavell Phillips, 29, of Kennesaw, the report states.
“I asked the man what he was doing and why his pants were down,” the officer stated. “The male consistently stated he was just changing his clothes. The male appeared very nervous and was reluctant to tell us what he was doing.”
Phillips was arrested and charged with public indecency, according to police. He was also cited for having a suspended license and was transported to the Alpharetta city jail, police said.
