Everyone wants to improve schools, and teacher quality is seen as the critical component. Georgia is among the states trying to improve how it distinguishes good teaching from bad, but the process is far from a science. I discuss the latest study to raise concerns about the fairness of teacher evaluations. In the guest column, a charter school parent explains why she can’t recommend charters to all parents and why the schools can’t be judged as a group. Readers, too, share their views on how charter schools — and traditional public schools — are judged.
