As Holly Springs prepares to start construction of its Town Center, the City Council has amended its codes to create a downtown entertainment district where alcoholic beverages can be consumed on public property outdoors.

People will be allowed to buy alcoholic beverages from a licensed establishment within the district and take their drinks outside. Such drinks would have to be served in a clear plastic cup, not exceeding 16 ounces in size, and only up until midnight.

Public drinking from a can, bottle or glass would be prohibited. Nor would drinking be allowed inside any church, day care center or school in the entertainment district, unless specifically allowed by the issuance of a special event permit.

Anyone who wanders outside the boundaries of the district with drink in hand will be “in violation of city code and may be subject to a citation and/or fine,” the amended ordinance says.

Town Center is to be a “Live, Work, Play” project with residences, stores, offices and a new City Hall overlooking an event green.
