Jimmy Carter became Georgia's governor following the tumultuous term of Lester Maddox, the Omni was under construction and Perimeter Mall opened its doors for the first time.

Governor Lester Maddox rides along a street in downtown Atlanta on Jan. 3, 1971, as he nears the end of his commute through sometimes heavy traffic from the Governor's Mansion of West Paces Ferry Road to the Capitol. Maddox said a 10 or 12 mile per hour headwind slowed him down. He added that he could have made the trip in about 45 minutes on his own bicycle. Aides brought the governor the wrong bicycle.
