Roswell OKs $144M budget for fiscal 2019

The Roswell City Council has approved a $144 million balanced budget for the 2019 fiscal year with an estimated millage rate of 5.455 mills, unchanged since 2009; and a five-year capital improvement program that calls for $167 million in spending, half of it for transportation.
The FY 2019 budget represents an increase of $1.79 million or 1.26 percent over last year's budget. Highlights included $27.6 million for capital projects, $1.92 million for employee pay raises, funding for a Citywide Strategic Plan & Historic District Master Plan, and funds "to enhance transparency and communication with residents," according to a First Budget Reading summary posted to the city's website.
The Capital Improvement Plan for FY 2019-FY 2023 designates $81.4 million for transportation, with the next largest category, $33.2 million, dedicated to fire protection. About $19.3 million are for citywide projects; $13.8 million, for environmental/public works; $9.2 million, for police; and $5.7 million, for recreation and parks.
