Zoning condition changes for the second phase of Silver Springs Village were approved 3-2 March 4 by the Powder Springs City Council.

Opposed were Councilwomen Nancy Farmer and Patricia Wisdom.

In favor were Councilmen Patrick Bordelon and Henry Lust and Councilwoman Doris Dawkins.

Under review by the City Council since September, now three changes have been approved for the single-family development off Richard Sailors Parkway near the U.S. Post Office.

Property owners no longer have to become members of the Homeowners Association (HOA) and do not have to abide by all covenants applicable to the property.

The city no longer has obligations to enforce HOA covenants for this property, according to the city-initiated request on Aug. 26.

That city action has been opposed by the Silver Springs Village Community Association also since August.

Built by Paran Homes, Silver Springs II has 29 homes.
