About 33,000 Georgians completed applications on the troubled Health Insurance Marketplace in November, more slightly more than the number in October, the government reported. The numbers of people who actually selected a plan — just 1,390 in October — increased by 5,469 in November.

Although they represent large percentage increases, the numbers are still modest.
