Atlanta Mayor Kasim Reed said his choice for the city's new chief financial officer is an able replacement for Joya De Foor, who abruptly left the job this month.
J. Anthony "Jim" Beard was a finalist for the job as Atlanta's chief financial officer last year before being hired as chief financial officer and deputy commissioner of Atlanta's watershed department.
"He’s done an able job in that regard," Reed said Wednesday. "It’s not perfect, but when I got here, it was terrible. It was terrible, and it needed to be taken on. We have a person who has proven he can do this job."
Reed declined to comment on the circumstances of De Foor's departure. JEREMIAH MCWILLIAMS

Gov. Nathan Deal continued Thursday to pull from the ranks of Republican lawmakers to fill top posts in state government, naming Rep. Tim Bearden, R -- Villa Rica, as his choice for director of the Georgia Public Safety Training Center.
Bearden, a former law enforcement officer, would replace Dale Mann, who is retiring from the post after more than 25 years of service. He would take charge of a facility that houses the Georgia Corrections Academy; and training units of a number of state agencies including the Georgia State Patrol, Georgia Bureau of Investigation and the Georgia Emergency Management Agency.
The appointment, pending approval by the Georgia Board of Public Safety, would take effect Nov. 1. KRISTINA TORRES

Georgia officials learned Thursday just how much competition they have for a $50 million federal grant designed to improve early learning. Thirty-four states, the District of Columbia and Puerto Rico -- like Georgia -- met the deadline for applying for a share of the grant money, the U.S. Department of Education announced. If Georgia wins, it would be its second Race to the Top victory. Last year, the state won a $400 million grant for K-12 education reforms. NANCY BADERTSCHER
