The Holly Springs City Council has approved the appointment of Michael R. Carswell as its new police chief and renewed the contract of City Manager Robert H. Logan.
Meeting in a special called session earlier this month, the Council approved employment contracts for Carswell and Logan. Carswell also was sworn in as police chief.
Carswell joined the Holly Springs Police Department in 2009, rose through the ranks and was named deputy chief in January 2014. He was the sole finalist for the chief’s job, replacing Ken Ball, who announced in June that he would be leaving in January to become chief deputy to Cherokee County Sheriff Frank Reynolds.
Under his four-year contract, Carswell will be paid an annual salary of $86,500 plus annual merit and performance increases, as approved by the Council, and use of a city vehicle, as his duties require it.
Logan has been Holly Springs city manager since September 2011. His new, four-year contract pays an annual base salary of $109,559 and has annual merit and cost-of-living adjustments plus $2,000 for travel and $2,500 for educational expenses.
