The Lilburn woman accused of starving her nearly 3-year-old daughter to death was denied bond by a Gwinnett County Superior Court judge Monday.
Devin Moon, 30, was charged with felony murder and first-degree cruelty to children after the death of her 35-month-old daughter Reygan Moon in July.

Lawrence Lewis, Devin Moon’s attorney, asked Judge Debra Turner for a $50,000 bond so Moon could “properly grieve” her child’s death. Assistant District Attorney Charissa Henrich asked Turner to deny bond because of the severity of the alleged crime and because Devin Moon had been cited for failure to appear in court in 2010 following a guilty plea to a misdemeanor DUI.
“To say it’s a sad case is not even remotely close to what the facts are, or what the state believes,” Henrich said.
Reygan Moon was cared for by an aunt from about six weeks old until age 2, when the aunt refused to continue caring for her without being given legal guardianship, according to documents from the Georgia Division of Family and Child Services. Devin Moon’s mother brought the toddler to a hospital in October 2017 with concerns that the child was underweight. After that, Devin Moon refused to let any family members see the toddler, according to Gwinnett County police.

Between October 2017 and Reygan’s July 2018 death, Devin Moon worked as a stripper most nights, leaving Reygan home alone from about 8 p.m. to 4 a.m. Police and prosecutors believe Reygan was confined to a bedroom closet; detectives found the closet covered in urine and feces, reaching as high as the child would have stood, Henrich said.
An autopsy showed Reygan died of starvation and dehydration, and had no food in her stomach at her time of death. She weighed 14 lbs., about as much as an average 4-month-old infant, Henrich said.
“This child suffered a long, steady, torturous death,” Henrich said. “This woman does not deserve a bond.”
Turner denied the request for bond, saying that Devin Moon was a flight risk.
“You’re going to stay in jail,” Turner said.
