The Duluth City Council has approved a $15.7 million budget for fiscal year 2012, a decrease of 6.3 percent from the previous year.
Council members on Monday unanimously adopted the spending plan and a 2011 tax millage rate of 5.991 mills, which means that Duluth residents will not see an increase in property taxes.
Despite a 9 percent decrease in property tax revenue, city officials balanced the budget by adding a stormwater utility fee to property tax bills and tweaking health insurance plans for city employees.
The new budget will go into effect Friday.
