Following a recent public hearing, the Duluth City Council voted 3 - 2 in favor of a request from Keith Murphey for a special use permit to operate a title loan business at 3940 Peachtree Industrial Boulevard. The 14,650-square-foot multi-tenant building is at the intersection of North Berkeley Lake Road and Peachtree Industrial Boulevard. Omni Title Loans is proposing to occupy Suite D, which is about 1,200 square feet.
Conditions include this location can only to be used for the initial customer service paperwork and administrative purposes. Pawned items, including repossessed vehicles may not be stored or parked on the site for any amount of time. Tow trucks or any other work vehicle associated with the title pawn business may not be stored or parked on site at any time.
This type of business is strictly regulated by the state with very specific guidelines that must be maintained at all times along with heavy documentation. If collateral for the loan is forfeited for nonpayment, the vehicle is picked up by a wrecker service and taken to auction or other location for sale.
Council members Jim Dugan, Billy Jones, and Kelly Kelkenberg voted in favor to allow the special use permit. Council members Marsha Anderson Bomar and Greg Whitlock voted against.
